mass_mailing_resend

Allow marketers to resend completed mass mailings by returning them to draft so they can target recipients who did not get the original send.

mailing.mailing: Adds a Resend button on completed mailings that resets the mailing to draft for a new send cycle.
mailing.mailing: Prevents triggering the resend action unless the mailing has fully finished sending.
email marketing: Displays an inline warning explaining that resending will only reach recipients who have not yet received the mailing and how to include previously sent contacts.
