Populate Odoo with the overseas French states and departments and ensure partner addresses use them.

Key Features

res.country.state: Adds the five overseas French regions as state records with proper codes for FR, GP, MQ, GF, RE and YT.
res.country.department: Creates the overseas departments 971, 972, 973, 974 and 976 linked to their states for consistent localization.
res.partner: Recomputes the country department on partners in France and the overseas territories after installation to fill missing values.
installation: Pre-init hook assigns XML IDs to preexisting overseas states to avoid duplicate creation when geonames data was loaded first.
