Adds the INSEE Code Officiel Géographique identifier to Odoo country records for French localization needs.

Key Features

res.country: Adds an integer field fr_cog to store each country's INSEE Code Officiel Géographique value.
res.country: Displays the COG code alongside the ISO code in both country form and list views.
localization data: Ships COG codes for all relevant countries so records can be populated automatically.
post-install: Fills the COG codes on existing country records at installation time even though base country data is protected by noupdate.
