Enable users to attach URLs as documents on records via the chatter.

Key Features

mail.chatter: Adds an Add URL option in the attachment box that opens a dialog to capture a link and refreshes the attachments afterward.
ir.attachment.add_url: Wizard stores a named link for the active records, automatically prefixing http:// when no scheme is provided.
ir.attachment: Computes URL attachments with mimetype application/link so they are recognized as links rather than downloadable files.
mail.attachments: Shows link attachments with a link icon and blocks download actions to open them directly.
